VeriPledge tier definitions are derived from publicly recognized legal, regulatory, and industry frameworks — including WCAG, ADA, GDPR, and sector-specific standards. Each tier describes a specific, observable state based on publicly available information such as published policies, legal disclosures, and official statements. Tiers are descriptive, not ranked: they reflect what an organization has declared or what can be independently observed, not a judgment of overall quality.
